Section 2 of Ordinance 15 of 1900. Pending the receipt of your instructions on this point, I have decided that Mr. Drayson shall not be called upon to pay the usual percentage of his salary to the fund in question.
4. I shall also be glad to learn whether it was intended that Mr. Drayson should draw full salary from the date upon which he left England or from the date of his arrival in Hongkong. In view of Colonial Regulation No. 104, I have given provisional instructions that he is to receive half salary from the 11th ultimo to the 22nd instant, and full salary from the 23rd instant. On this point, however, I shall be glad to receive an expression of your views, as Mr. Drayson's case may be considered in some degree exceptional, and therefore, as coming within the scope of Regulation No. 105. I understand that the half salary of the appointment of Chief Clerk is less than the full salary of Mr. Drayson's post in the Colonial Office.
